Should I preheat the skillet to moderate for cooking my no carb recipe of grilled sandwich?

Every time I try to make grilled sandwich I ended up with cold meat and cheese that does not melt. I was watching the grilled sandwich recipe which is a no carb recipe and the recipe was made with same ingredients and method as I use to do it. But I don’t know why I end up with cold meat. I want to know as I use a skillet so should I pre heat to moderate before putting the ingredients?
